Three municipal loans that are genuinely as good, and where they run.
The Canada Greener Homes Loan — $5,000 to $40,000, zero per cent, ten years — is closed. NRCan states that funding is fully committed and no further applications can be approved. Borrowers already approved are unaffected.
It was the best consumer financing product in the country and nothing federal has replaced it. What has replaced it is municipal, and in two cases it is arguably better.
The Better Homes Ottawa loan lends up to $125,000, or ten per cent of assessed value, at 4.33% fixed over twenty years with a 4% administration fee. It is not interest-free, but it is nearly three times the federal ceiling over twice the term, and it includes $600 towards the required EnerGuide assessments. Pre- and post-retrofit evaluations are both mandatory.
Guelph Greener Homes matches the federal rate exactly — zero per cent, up to $50,000, ten years, repaid on the property tax bill with no hidden fees. Grants up to $15,000 exist for eligible lower-income households. Both evaluations are required and the homeowner pays for them. Funding is almost fully committed, so the waitlist is the realistic route.
The Clean Energy Improvement Program finances up to 100% of project costs on terms up to twenty-five years, attached to the property tax bill rather than to you — which means it survives a sale. Rates vary by municipality; Edmonton is 6.00% fixed. Calgary reopened its intake on 22 September 2026. Nearly all participating municipalities require a pre-project and a post-project EnerGuide evaluation.
Better Homes Kingston is not accepting applications, whatever you may have read in the press. The City's own page says so and offers a waitlist. We go with the City.
