Commissioning is the process of verifying that a building's systems actually do what they were designed to do. Existing building commissioning — recommissioning — does it for a building that has been running for years and has drifted.
It is almost always the cheapest energy measure available in a commercial building, because it replaces nothing. Schedules that no longer match occupancy, economisers stuck shut, simultaneous heating and cooling, setpoints someone overrode in 2019 and never put back, a valve that has been leaking through since the building opened. None of that needs capital.
In Ontario the Save on Energy Existing Building Commissioning programme pays up to $50,000 towards the investigation and up to $50,000 towards implementation, for buildings using at least 750,000 kWh a year with twelve months of data. Note one requirement carefully: that programme needs an accredited building commissioning provider from a named list. It is not an EnerGuide licence, and the two get confused constantly.
