Institutional buildings share two features that change the work: they are occupied unusually, and the capital decision runs through a board, a council or a committee rather than an owner. Both mean the report has to be written to be read by people who are not engineers.

Occupancy is the technical half. An arena, a pool, a place of worship and a long-term care home each have load profiles that look nothing like an office, and the biggest single measure is frequently ventilation scheduling rather than anything on the roof.

The governance half is why we write the report the way we do: measures ranked by simple payback and by capital required, with the ones that need no capital separated out, so that a decision can be made in parts rather than all at once.
