What it is
CEIP is the most interesting financing idea in Canadian retrofit: the loan attaches to the property rather than to the owner, repaid through the tax bill, so it survives a sale. Airdrie, Banff, Calgary, Edmonton, Grande Prairie, Lethbridge, Medicine Hat, Okotoks, Spruce Grove, St. Albert, Wetaskiwin and about fifteen more run it.
The thing to understand is that there is no single CEIP status. Each municipality opens and closes its own intake and several are at or near capacity. Alberta Municipalities does not publish a live per-city status, so anyone telling you CEIP is simply "open" has not checked your city. Nearly all of them require a pre-project and a post-project EnerGuide evaluation.
