Most commercial energy work fails not because the measures were wrong but because the sequence was. A retrofit chosen before the building was benchmarked, implemented without commissioning, and never measured afterwards, produces a capital cost and an argument about whether it worked.
The sequence we use is benchmark, audit, commission, implement, verify. Benchmarking tells you whether the building is actually bad or merely large. The audit tells you what to do. Commissioning captures the savings that need no capital, and frequently pays for the audit. Implementation follows. Measurement and verification proves what happened, and is what an incentive programme pays against.
That is also the order the funding comes in. In Ontario the commissioning stage and the retrofit stage are separately funded by Save on Energy; in Alberta the assessment stage is funded by SEMI. Doing it in the right order is worth real money as well as being better engineering.
