An ASHRAE Level 3 audit — the investment-grade audit — adds measurement and calibrated modelling to a Level 2. It exists for capital-intensive measures where the savings estimate has to survive scrutiny from a lender, a board or an energy performance contract.
The difference in practice is calibration. A Level 2 estimate is engineering judgement applied to a survey. A Level 3 estimate comes from a model tuned until it reproduces the building's actual metered consumption month by month, and from sub-metering the loads that matter most.
It costs meaningfully more and it is not always warranted. We will tell you when a Level 2 is sufficient, which is most of the time, because selling you a Level 3 you did not need is a short-term trade.
