Manitoba pays for energy saved rather than for equipment bought, and that single design decision makes it the best place in the country to do a proper retrofit.

Efficiency Manitoba's Home Energy Retrofit Program pays $75 per gigajoule saved up to the standard of a typical new home, and $150 per gigajoule beyond it. A deep envelope retrofit in a severe climate saves a great many gigajoules, so the maths works in a way that per-measure rebates elsewhere do not allow. Both evaluations are mandatory and you must apply before the work starts.

On top of that, the EnerGuide Home Evaluation Rebate returns $400 on the pre-retrofit evaluation itself, provided you apply within ninety days. Own the home, active Manitoba Hydro service, house at least two years old, one upgrade planned within twelve months.

For builders, the New Homes Program pays $2,000 to $15,000 for beating the minimum energy code by 25% or more, through tiers up to Net Zero, delivered by an energy advisor from an approved Service Organization.

And Manitoba Hydro's Home Energy Efficiency Loan lends up to $12,500 on the utility bill with no down payment. Winnipeg is the coldest large city in Canada, which is exactly why all of this is worth more here than anywhere else.
