CleanBC went income-qualified in 2026. This is the change most BC marketing has not caught up with.

If you take one thing from this page: the CleanBC Better Homes Energy Savings Program is now income-qualified. Every official requirements document is tiered by household income and capped by property assessment, effective for invoices dated on or after 6 July 2026 for ground-oriented homes and 1 April 2026 for condos and apartments. Some rebates are simply no longer available.

A great deal of British Columbia marketing still describes these as open to everyone. It is out of date, and a homeowner who books work on that basis finds out at the invoice.

Two practical traps beyond the income test. You must pre-register before the work starts, and an approved eligibility code expires three months later. And to be straight about our own service: CleanBC does not require a home energy evaluation. We will not sell you one on the pretence that it does.

For households that do not qualify on income, the general-population offers have effectively moved to the utilities — BC Hydro's home renovation rebates run to $12,500 across the measures, and FortisBC has its own.

The bigger BC story for us is not rebates at all, it is code. Since 10 March 2025 most new buildings must meet or exceed EL-1 of the Zero Carbon Step Code, which makes emissions modelling a baseline deliverable on essentially every new-build file, and the performance path requires a whole-building model before the design is finalised.
