Toronto has the oldest large housing stock in the country outside Quebec, and the single biggest saving in most of it is not the furnace. It is the attic and the rim joist of a pre-1960 house that has never been air sealed. Toronto is also the one city where the commercial side matters as much as the residential: the city's energy and water reporting bylaw already covers buildings over 50,000 square feet and brings in buildings from 10,000 square feet in 2027.

A registered energy advisor comes to the house for two to three hours. Every assembly is measured rather than estimated, the mechanical systems are recorded, and a blower door test establishes the actual air leakage rate. That goes into HOT2000, the federal modelling software, and comes back as an EnerGuide rating, a label and a Renovation Upgrade Report listing the measures that would improve it and by how much.
If your programme requires a post-retrofit evaluation — and most of the good ones do — we come back after the work and measure what actually changed. Several programmes require the same advisor for both visits, which is worth knowing before you book the first one.
